Enjoying unique lifestyle opportunities, St Helena Island is a self-governing overseas territory of the United Kingdom. Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid.
In this highly visible role you will be the professional lead on activities such as land development policy and management, building control and enforcement. As a ‘Head of Services’ you will also give expert advice to the Land Development Authority and Executive Council on planning policy and development applications, and to other government and community bodies on statutory land use planning and building control.
You will lead the Government’s Planning and Building Control Service as the Chief Planning Officer and Chief Building Inspector, preparing planning policy and guidance and offering building conservation advice to developers and government to protect the island's heritage.
Holding a first degree in town planning or building surveying together with professional accreditation, you have substantial post-graduate experience in planning or building surveying with a broad knowledge of effective policy, legal, and procedural requirements and considerable supervisory management.
You must have a background of strategic planning, drafting and preparing development plans and planning policies, and experience of development planning in historic environments and building conservation at policy and implementation levels. A clear understanding of the statutory planning process and the development of public policy and its impact on the public will be essential.
In addition, you must demonstrate our core values of fairness, integrity and teamwork and use your diverse expertise and experiences to ensure your time on the Island has the broadest benefit to St Helena. As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.
