Hertsmere is located in southern Hertfordshire and is an attractive environment in which to live and work. It adjoins Greater London and has excellent road and rail links making London and the Home Counties easily accessible.
Situated within the Infrastructure and Delivery team the post holder will be an integral part of the Councils’ important revenue generating process. The money we can secure from developer contributions will be used to help create vital health education transportation infrastructure across the borough. The planning and strategic delivery of these new structures will also be something the post holder will assist us with.
We are looking for an experienced CIL and S106 Officer to join our team. You will be working within the policy unit that is responsible for the smooth operation of Hertsmere's systems for the collection, allocation and expenditure of developer contributions which are a key contributor to delivery of the Council’s Plan objectives for sustainable growth across Hertsmere.
The role plays an important part in delivering the work programme of the Infrastructure and Delivery team - including engaging with service providers, developers, internal and external stakeholders and other key bodies on all matters relating to infrastructure funding and delivery. It also supports the operation and review of the Council’s Developer Contributions Framework, with particular emphasis on S106 agreements, working with the CIL / S106 officer working group and the Member Community Infrastructure and Investment Panel (CILIP) as required.
You will provide advice on, and support delivery of, infrastructure requirements for the Borough associated with new development and support the preparation and maintenance of the Council’s Infrastructure Delivery Plan (IDP) and Infrastructure Funding Statement (IFS) and wider evidence base.
You will have the opportunity to develop expertise in the administration and delivery of CIL and the monitoring of S106 obligations as well as infrastructure planning more generally. You must have good knowledge and expertise of the CIL Regulations and S106 agreements, a good understanding of planning legislation, as well as a keen eye for detail and excellent mathematical, computer and problem-solving skills.
The post is offered on a full time, permanent basis (36 hours per week).
