DCO Senior Planner - London / Full time

Description

Role objective: Reporting to the DCO and Planning Manager, this individual will assist in the preparation, management and co-ordination of application documents and supporting information for approval.

Responsibilities:
- Provide advice and leadership on development, construction and delivery of Development Consent Order projects, contract requirements and stakeholder engagements.
- Work as part of a team delivering the Planning Statement and other documents supporting the DCO application on planning matters
- Writing and reviewing planning deliverables to a very high standard. This includes high level options appraisals, preparing and reviewing documents for the development consent order and planning policy preparation and advice.
- Lead town planning input into the procurement specification working with the consent procurement specialist
- Review and input to the agreed list of DCO deliverables
- Ensure correct and timely town planning advice is provided
- Work with Stakeholder Engagement team to negotiate with local authorities, seeking to resolve issues for the Statements of Common Ground
- With the DCO team and specialists, prepare of evidence for the Examination and briefing of expert witnesses.
- Provide briefing notes and advise on the preparation of planning material for consents packages, for example ground investigations, enabling works, main works, or works outside the Order Limits, including advising on DCO/TWAO/TCPA processes and programme, and risk implications associated with these.
- To deliver parent company project governance requirements as required
- To consider project legacy and in all decision making in the same way as cost, risk and time
- To look for ways to encourage innovative thinking around how to improve legacy benefits
- To hold health, safety and welfare (HSW) as a key project value and to participate in the creation, development and implementation of HSW strategies by the project leadership team 

 
Previous experience:
- Significant town planning experience gained through infrastructure planning and delivery, dealing with major applications ideally Development Consent Orders.
- Understanding of the consenting process for major UK projects.
- Proven written and verbal communication skills and the aptitude to rationally explain, explore and discuss town planning issues.
- Seasoned town planner and consents specialists with a track record of delivering projects to time, cost quality standards across all stages of project lifecycle
- Demonstrable experience of successfully working in/adapting the philosophy of a ‘One Team’ environment within an NEC contract context
- Team oriented leader with the ability to work closely with peers, with the ability to delegate, motivate and empower individuals and teams
- Examples of exercising sound judgement, leading and facilitating decision making on complex issues among multiple parties
- Educated to degree standard with a relevant second degree and membership of an appropriate professional body or equivalent work history
- Demonstrable experience of working in a major infrastructure project in a similar industry or working in a matrix and dispersed team 

 
Skills:
- A degree qualification in a relevant planning (RTPI accredited) and / or related degree.
- Chartered Membership of the Royal Town Planning Institute (MRTPI).
- Recent development management or development planning experience in public or private sectors.
- An excellent understanding of current town planning issues and the town planning process especially with regard to major development schemes and infrastructure projects.
- DCO knowledge and experience of working with the Planning Act 2008
- Experience in delivering major projects/infrastructure projects, ideally in the transport sector
- Track record of delivering projects to time, cost quality standards across all stages of project lifecycle
- Ability to work with internal and external stakeholders
