Principal Planning Contributions Officer / Full time

Merton Council

The London Borough of Merton is recruiting to this key post in the Planning Contributions Team working on the Community Infrastructure Levy (CIL) and Planning Obligations (S106).   

We are looking for candidates with substantial experience of the development sector, planning, financial controls and processes driven by legislative requirements. 

The role will draw upon your broad skills set from report writing, analysis of written documents drawings and plans, proficiency and precision in interpreting and applying legislation. We are looking for a well organised person to fill the post with good communication skills, great attention to detail and the ability to undertake financial reconciliation. 

The work that you will do will directly support the following priorities of the council: 

  • Delivering a Borough of Sport – including the evolution of the world famous Wimbledon All England Lawn Tennis Club 

  • The Climate Emergency – facilitating investment in various carbon reduction/net zero initiatives 

  • Nurturing Civic Pride – ensuring monies are available towards enhancing our highstreets, public spaces and community organisations 

  • Supporting Sustainable Development including regeneration programmes and the delivery of much needed genuinely affordable housing in the borough  

There will be opportunities to get involved in the funding of exciting projects falling under these council priorities and the role will be responsible for putting together our annual Infrastructure Funding Statements and collaborating with the Communications Team to promote our achievements. 

In the role you will have a close working relationship with colleagues across the Council, including Finance, Regeneration, Development Management, Highways, Climate Action and Parks/Sports teams. 

A key responsibility of the role as team principal will be at a higher level ensuring that the team’s work is accurately recorded on the contributions management system, standards are maintained and reports that are generated from the system are up to date, succinct and follow a consistent format. 

Planning Obligations (S106) 

The first of the two core functions of the team relates to the monitoring of compliance and enforcement of S106 Deeds of Planning Obligation. In the role you will be responsible for monitoring implementation of our financial and non-financial Planning Obligations, which have been secured where Merton is the Local Planning Authority including small-scale development up to major regeneration schemes.   

A focus of the role will be on enhancing our internal controls.  We are transitioning to a new S106 Monitoring system and updated S106 requirements under a new Local Plan and the successful applicant will be responsible for the day to day implementation of the transition.     

Community Infrastructure Levy 

We have a progressive CIL collection team who are robust at providing advice to interested parties and promptly issuing liability notices. The team work collaboratively to achieve outcomes and there is a real sense of camaraderie. 

The team are responsible for the collection, administration and management of the CIL.  We collect CIL to fund infrastructure in Merton and Crossrail and regularly report on our achievements. 

The position will play a senior role in the technical assessment of measuring plans supporting the CIL Collection officers and will be responsible for coordinating caseloads.  As part of their day to day role the appointee will be interrogating legislation and negotiating with developers ensuring the correct CIL payments are made to the Council at the right time, including making recommendations on the acceptability of claims for relief and exemption and presiding over appeals and legal proceedings.
