Job Purpose and Work Objectives

This post will play a key role in delivering the vision for infrastructure and affordable housing as set  out in corporate policy & strategy, including the Corporate Plan, to support future growth  aspirations. In this role you will have responsibility for the implementation and delivery of  infrastructure and affordable housing, including policy, monitoring and reporting.

You will need to:

• Develop strong working relationships with landowners, developers and agents to promote a clear understanding of the Council’s expectations in relation to S106; infrastructure provision and all forms of affordable housing provision.
• To be the lead operational contact for, Registered Providers, residents, Parish Councils, Elected Members, Homes England and other partners and provide professional advice in relation to S106 developer contributions, specifically the provision of infrastructure and affordable housing across West Lindsey; 
• Utilise effective negotiation skills and closely scrutinise development viability information provided by landowners, agents and developers to maximise opportunities for the delivery of infrastructure and new affordable housing, and other financial contributions, in line with policy objectives set out in the local plan, and;
• Provide a highly professional and customer-focused service at all times.

Service Specific Responsibilities

• To act as the Council’s main point of contact for all landowners, planning agents, estate agents, solicitors and members of the public in respect of S106 and affordable housing matters, responding with professional advice to all queries face to face, in meetings, in writing or by telephone, to ensure that a highly professional service is provided to both internal and external customers.
• Liaise with developers and registered providers to ensure affordable housing that is delivered reflects the identified housing needs within West Lindsey. 
• Develop and maintain the administrative processes for recording, monitoring and registering completed legal agreements to ensure compliance with the terms established within those agreements. This includes maintaining records and monitoring; 

o payment and delivery triggers
o the supply of new affordable homes in the district 
o the approval and expenditure of agreed developer contributions 
o financial contributions made in lieu of Affordable Housing

• Responsible, in conjunction with the Housing, Health and Wellbeing Board, for ensuring Council s106 monies are allocated and spent on projects in line with obligations within the agreements, policy priorities and established governance procedures. 
• Lead for ensuring that the Council’s procedural arrangements for S106 agreements are fully up to date with policy and legislative changes at all times, and to ensure that any changes in this respect are clearly communicated to both officers and members.
• Work in collaboration with Planning Officers and Home Choices Officers to agree and develop robust S106 agreements and ensure nomination rights and local connection are properly considered. This will include influencing, writing and interpreting detailed legal contracts and liaison with the Council’s appointed legal advisors as necessary to ensure full compliance with all council policies and legislative requirements.
• Work in collaboration with the Home Choices team to maintain an up to date understanding of local housing needs and ensure that the type and tenure of affordable being delivered meets locally identified housing needs.
• Prepare and/or contribute to Committee reports, and attend Planning Committee as required to support Planning Officers in presenting accurate and clear advice to members that will guide and assist robust decision making on planning applications and s106 agreements. 
• To oversee, monitor and take necessary action to ensure that financial obligations relating to funding for external partners, such as health and education, are provided by the developer at the appropriate stages of development, as required by the s106. 
• To maintain an up to date knowledge and understanding of the legal and planning policy framework associated with Development Management, s106, Development Management, and Affordable Housing provision.
• Coordinate workshops and provide training to Officers, Members, Parish Councils and partners as necessary on any relevant changes to local/national legislation or planning policy that will have an impact on developer contributions and the delivery of affordable housing in the district.
• Create new and develop existing relationships with partner organisations to ensure that the housing needs of the district can be met. 
• To undertake such other duties as may be required within Policy & Strategy Team commensurate with the level of this post.

Corporate Management Framework

The post holder is required to be proficient in all areas within Level Three of the Council’s Behaviour Framework.
