HOURS:Full time (35 hours per week)

PAS currently has a staff of 10 and over 400 volunteers all over Scotland, the vast majority of whom are professional planners.

The Scottish Government provides funding for PAS to deliver the free advice service which gives communities, individuals, interest and amenity groups, social enterprises, business start-ups, development and civic trusts access to information and advice on the Scottish planning system; and supports communities in development and place-based planning.  

Recent increases in the numbers of enquiries to the advice service mean that we require additional staff resource to deal with the number of cases.  Cases are currently dealt with by volunteers – who will continue to be central to service delivery – with some input from PAS staff. In addition, we have recently commissioned a new database to assist with managing the service. 


Advice Service

Liaise with those contacting the PAS advice service (by phone, email and via the website) and assess all enquiries for eligibility. 

Allocate cases to an appropriate volunteer, other member of staff as necessary, or deal with the enquiry to ensure all clients are contacted within 48 hours.

Identify those enquiries where communities could benefit from other PAS services eg assistance with Local Place Plans

Be the central contact and provide on-going support to all parties involved in the advice service, including liaison with PAS volunteers who have volunteered to assist with the advice service, providing any assistance where necessary.

Work closely with the Manager – Volunteers & Interns and the Manager – Planning & Policy over recruitment, welcome, training, and retention of advice service volunteers.  

Ensure all data is collected, processed, and retained in line with GDPR.

Use the new advice service database to manage the full range of functions relating to the running of the advice service, including the production of statistics for staff, Board, and Scottish Government on case numbers, case type, client groups, volunteers etc.

Promote the advice service widely to potential new audiences, including to community councils and other community groups.


Undertake any other work commensurate with the general level of responsibility of the post.



MRTPI qualified.
Good knowledge of the Scottish planning system.
Good interpersonal skills and an empathetic manner.
Excellent communication skills – both written and verbal. 
Ability to explain, clarify and demystify the Scottish planning system to those contacting the advice service.
Possess an understanding of and share PAS’s ethos and values.


Experience in the use of social media.
Proficient in the use of Zoom and Microsoft Teams
Experience of delivering presentations (in person and on-line).
