Planning in Hampshire

Hampshire County Council looks after minerals, waste and highways for eleven districts: Basingstoke & Deane, East Hampshire, Eastleigh, Fareham, Gosport, Hart, Havant, New Forest, Rushmoor, Test Valley and Winchester. Portsmouth and Southampton are unitary city councils, and they share a minerals and waste plan with the county and the two National Park Authorities. Winchester is the county town, Basingstoke the largest town in the north, and the two cities dominate the south coast.

Two National Parks shape planning here. The New Forest National Park Authority and the South Downs National Park Authority decide applications inside their boundaries, which take in large parts of New Forest, East Hampshire and Winchester districts. Around the Solent, development has to deal with nutrient neutrality, coastal flooding and protected harbours, while ports, naval bases and the aerospace and logistics sectors drive employment land. In the north-east, the Thames Basin Heaths Special Protection Area and the North Wessex Downs National Landscape add their own constraints. Large planned communities such as Welborne near Fareham and Manydown at Basingstoke mean steady work for councils, consultancies and housebuilders across the county.
