Development Management Teams Respond to Rising Major Applications Workload
Development Management (DM) teams across the UK are reporting a noticeable uptick in major applications activity as developers push forward stalled schemes from 2023–24. With interest rates stabilising and several regions updating their Local Plans, planning authorities are seeing renewed confidence from applicants — particularly in mixed‑use regeneration, logistics, and strategic housing sites.
This shift is creating fresh recruitment pressure. Authorities that reduced headcount during quieter periods are now facing capacity gaps, especially in senior DM roles. Many councils are turning to interim planners to stabilise caseloads while permanent recruitment campaigns run in parallel.
The biggest challenge remains balancing statutory deadlines with increasingly complex submissions. Digital planning tools are helping, but authorities still rely heavily on experienced case officers who can manage negotiations, conditions, viability discussions and committee reporting.
For employers, the message is clear: demand for DM planners is rising again, and competition for talent is tightening. Structured recruitment campaigns, clear job briefs and realistic salary positioning are becoming essential to secure the right candidates.
