Planning in East Sussex
East Sussex runs from the edge of the High Weald down to a coast of chalk cliffs, shingle and seaside towns. Its five district and borough councils are Eastbourne, Hastings, Lewes, Rother and Wealden, with East Sussex County Council handling minerals, waste and highways. Brighton & Hove sits in the county too but is a unitary city council with full planning powers, and it shares a minerals and waste plan with the county council and the South Downs National Park Authority.
Landscape is the defining constraint. The South Downs National Park covers the downland between Brighton and Eastbourne, where the National Park Authority is the planning authority, and the High Weald National Landscape spreads across the north of the county. Ashdown Forest is protected for its heathland birds, which affects housing across a wide area around it. On the coast the work is about regeneration and flood risk, from Newhaven and its port to the town centres of Hastings, Bexhill and Eastbourne. Councils, the National Park Authority and consultancies in Brighton and Lewes all take on planners, with a strong emphasis on conservation and design.
