Planning in Torbay

Torbay Council is the unitary planning authority for Torquay, Paignton and Brixham, three towns that wrap around a sheltered bay on the south Devon coast and are marketed together as the English Riviera. As a unitary council it covers the full range of planning work, including highways, alongside a local plan and a set of neighbourhood plans for each town.

Tourism has shaped the area for well over a century, so the future of hotels, holiday accommodation and seafront sites comes up often, as does the regeneration of town centres and harbours. Torbay is a UNESCO Global Geopark, with caves, cliffs and geology of international importance, and parts of the area fall within the South Devon National Landscape. Brixham remains a working fishing port. With limited land between the sea and the countryside, finding space for new homes is a recurring challenge. Planning roles here span development management, regeneration, heritage and coastal issues.
