Havering Council is the London borough council for London's easternmost borough, covering Romford, Hornchurch, Upminster, Rainham, Harold Hill, Harold Wood and Collier Row. Based at the Town Hall in Romford, it provides borough services such as schools, social care, housing, highways and planning.
Much of Havering is green belt, giving it a more rural character than most of London, with farmland, country parks and villages beyond the built-up area. Growth is focused on Romford town centre and on the London Riverside area around Rainham and Beam Park, where former industrial land along the Thames is being redeveloped for homes. Planners work on the Havering Local Plan, green belt and minerals issues, town centre regeneration and estate renewal, alongside suburban casework.
