Planning in City of Edinburgh

The City of Edinburgh Council deals with planning in Scotland's capital, where the Old and New Towns form a World Heritage Site and much of the centre lies in conservation areas. Its Local Development Plan, read with National Planning Framework 4, guides a city with strong demand for homes, offices and hotels and limited land inside its green belt.

Regeneration is concentrated along the waterfront at Leith, where the extended tram line now runs, and Granton, and in West Edinburgh near the airport. The whole city is a short-term let control area, so turning a home into a holiday let needs planning permission, and festivals and tourism put particular pressure on the centre. Thousands of listed buildings, the Forth Bridge at South Queensferry and the demands of designing in a historic setting make heritage and urban design skills especially valued here, at the council, consultancies and developers alike.
